It looks to me that the pillar was poured in place (notice the rectangular pattern on the concrete) but either a void formed (inadequate vibration during the pour) or the concrete didn't cure enough or properly (maybe poured during winter). I don't think any structural engineer would use concrete pipe in this application. The pipe and rubble simply wouldn't have the required strength.
