They see panhandlers and want to do something for them.
They understand that giving them money is sometimes counterproductive.
Recently they have been putting together bagged lunches to carry in their vehicles.

One person suggested gift cards for a fast food restaurant. I think Mrs ERJ and the ladies decided they could provide more calories for less money by putting their own packages together. It also harder to sell the bag lunch for money than to sell a gift card.
It also means the panhandlers can eat while "working" instead of leaving their post.
