Kamala Harris preferentially disarmed African-Americans and Latinos in California

When asked by the Washington Examiner if her (Kamala Harris's) plan would include legal gun owner databases or gun confiscation via law enforcement visits to residents who own banned firearms, she replied, “I'm actually prepared to take executive action to put in place rules that improve this situation.”

She continued, “I also have as part of my background and experience working on this issue, when I was attorney general [of California], and we put resources into allowing law enforcement to actually knock on the doors of people who were on two lists — a list where they had been found by a court to be a danger to themselves and others.

“They were on a list where they were precluded and prohibited from owning a gun because of a conviction that prohibited that ownership. Those lists were combined and then we sent law enforcement out to take those guns..."   -Source

Does anybody want to take a bet that Tulsi Gabbard will ram this up Harris's backside in the next debate?

Using imprisonment rate (source) as a proxy for the relative percentages of sub-populations likely to have a felony record and therefore being on Harris's list, we see that:
African-Americans in California have an imprisonment rate of 1767-per-100,000
Latinos in California have an imprisonment rate of 385-per-100,000
Whites in California have an imprisonment rate of 210-per-100,000

Said another way, an African-American is 8 times more likely to be incarcerated, and presumably to have a felony on their record than a White person. A Latino is twice as likely.

Harris's list and "...we sent law enforcement out to take those guns..."  impacted African-Americans eight times more severely than Whites. It also put more African-Americans in harm's way if/when the situation escalated and force was initiated by either side.
