When you are the demonrats part the and your fraud machine can install whoever you want in office you don't care about political careers or fallout.

Doesn't the City Council need to make that change? I doubt a mayor can change tax rates via executive order.
The City CFO and the Head of City Counsel have some degree of influence. The press hasn't bothered to tell us how much, just that they have some involvement.
